I was recently working on a react web-app that was being run through an embedded IE browser. I had implemented a slider that worked fine in Google Chrome and Firefox, but was behaving erratically on IE.
After trial, error, and research it turned out the browser was intercepting the drag event, and this CSS fixed it.
touch-action: none; -ms-touch-action: none;
